Suggestion a conquest ability that lets you fly

a lot of people want the ability to fly in places that have no fly zone in there own town but what if instead there was a way to buy a ability for 100 conquest points that lets you fly in no fly zones for 24 hours. this makes the policy still meaningful while letting people have the option too fly for building or other things.
