Suggestion Add a vuln time for neutrals on balak

Since the balak update where fights happen due to their respective vulns balak races to get tiles have been pretty dead. However now you need to have people log on at 8am/4am on the 2/3rd days of balak in order to stay competitive and not get cut off. I remember why the 4-6pm EST balak vuln was removed which is why we should bring something similar back but only for neutrals since waking up at that time just to compete isn't reasonable

I think open vuln time when I'm home, and close it when I'm not home.
