I don't get your point here. Yes, it could be rigged, and in all honesty might be. Don't care. That's their reputation on the line, and it's entirely up to the community
But a servers official casino in spawn? Yeah that's a different ballgame, and one that'll just make people more upset at the server for more minor things.
