More npcs, but not a hole lot. More npcs could be something you unlock while your town is levelling up. For example, it could be +1 npc for each 4 levels, or something like that.
My town would really like this feature, since we are trying to provide a role-play experience, but its complicated due to the very limited current npcs. NCPs are an essential part about questing (even though we can mix up discoverable and auto-complete features to create a quest evolving characters without npcs, but it feels weird having a dialogue with the air). We wouldn't need a lot of them, just 5 would be a huge upgrade. This would also benefit other towns that wants more than just industry npcs.
