Implement in Future Allowing flight while builder in towns.

The title kinda says it already, I think it'd be nice to be able to fly while a builder in a town.

Scaffolding is a gravity affected block, and therefore will break on a number of blocks such as snow, slabs, and plants.

When building tall towers, bridges, or sky islands, being able to fly back up after accidentally falling or dropping something off the edge is a necessity. I speak from experience.

+1! Been wanting this for ages. I don't want to have to pillar or use water buckets. And using ender pearls constantly is such a waste.

This is a fair thing to add/allow. It could only be zones within the town that the temp build has build perms to though.
