Implemented Balak Strength

So this month there was a bug which made it so taking tiles on balak do not give strength. Typically each tile gives 5 strength this leads to each alliance trying to take as many neutrals as possible for the first week or two of the month. With the bug it made it so taking neutrals on balak was useless besides getting the balak buffs and because of this the alliances have had many more fights on balak. I think keeping the bug this way would just make the fight for world cap more fun with more fights instead of 2-3 determining fights and then an alliance giving up.
