So we can all agree that in it's current state, Territories is pretty plain and simple. That just means it has a lot of potential and we can brainstorm a lot of good stuff to add to the current system (and load Crypt with a sh*t ton of work hehe) Let me start with this general idea:
Whenever you plant a generator down it should feel like it is an actual outpost for your town and that it gives you a more immediate advantage than just something at the end of the month. To make that happen there should be a variety of buildings that adds to the territory itself, not only the generator.
Few quick ideas:
Prospector's Hub - [Passive] All pickaxes have Fortune II/Efficiency II* when mining any ore within the gen's area.
Lumberjack's House - [Passive] All axes have Efficiency II when chopping wood.
Observation post - Whenever someone enters the territory gen's area you are warned.
Territorial Cloak - Using a feather will not tell if the territory is claimed and no warning when breaking blocks (they just don't drop).
Dock - [Passive] All fishing rods have Lure II/Luck of the sea II* + Boats have better acceleration and are slightly faster
Ender Suppressor - [Active, 30 minutes cooldown] Enemies will not teleport to their enderpearls.
Wall [?] - Place an unbreakable wall. (Limited and not gigantic)
Territorial Strengthener - [Passive] All blocks broken by enemies come back three times as fast
Necromancer Tower - [Active, 30 minute cooldown] All undead mobs become neutral to you.
