The possible ability for the town who owns the capital and/or the world capital to issue a world project or projects and have towns vote on. When one is chosen either each town on the continent assigns members to be project builders and those who do receive a town buff after completion or individuals could go sign up and receive something special after completion (like extra shards or an item). I mainly say this because being lost in the wilderness for so long and so many times I wish there was an underground railway or road or something. Hell, I'll build it if that makes it easier just get me some materials and town permissions and I'll be off. 
Additionally, buildings/cities on grander scales might be difficult to achieve unless with the aid of other towns. It's something that might bring some towns and random people together to build some amazing things cause sometimes, if I can say this, war gets old.
