Implemented Decrease the impact individual towns/alliance leavers have on conquest months

I don't think it's a secret to anyone that non-competing towns are fresh meat in a shark enclosure when they have tiles two competing alliances can scoop up for relatively free strength. When it gets hairy, however, is when those towns were in one of the two competing alliances earlier in the month, or when they keep taking tiles and losing fights with one alliance as the primary beneficiary. Wintrade or not, it's the first word that comes to anyone's mind when it happens. (Bonus for calling/not calling reins)

Which begs the question of why every defectant town can suddenly become a bountiful territory for 100 strength in the middle of the month which can turn the tides on who's defending between the two competing alliances, and similarly, why independent towns at the start of the month can decide to take and lose tiles towards the end of it to the same effect.

What I believe should happen is a decrease in the base strength a town gets at the start of a month or after leaving their alliance, think much lower values like 50 at the start and 0 for alliance leavers.

As it turns out, we already have changes to strength planned for the following month that should curtail the usefulness of these situations. One that both reduces the effectiveness in doing this, but also as an added benefit we won't likely look into any calls of win trading if the strength gain is nill to none.
