Suggestion Elytra Flight In Towns

I find it odd that you can't fly in your own town when the Air Space Control policy is selected and set to "Oppressive" on your continent. I suggest that even if this policy is selected for the month that you can fly inside your town borders regardless. It also eliminates the need/purpose of the To Infinity and Beyond town perk.

I could swear it was discussed elsewhere but this is the best I could find.

It comes down to the policy is designed to be oppressive and hurt all towns so they simply can't ignore it.

The purpose of this is to encourage conquest against towns which choose these policies.
