Suggestion End On Loka

This overall would be Hell On Loka, but for endermen. This would heavily buff the rates of endermen spawning on the continent in which this policy was selected, possibly to the same rates as Hell On Loka.

Could include shulkers aswell, but idk that might cause balancing issues, as they only spawn in end cities for a reason.

Hell on Loka is kind of useless. Nobody gets the policy and then flies around their continent and kills nether mobs, it’s a waste of time compared to just doing one shrine. This policy would probably be even worse. Cool idea though
