This is not possible to do due to the fact that you can win world cap and fail to hold continent cap. The locations are static based on the continent. The War district and surrounding area is where world cap is situated. There are plans to expand on some of the changes that happen at spawn if you are world cap and possibly provide a further building for them to edit.
