Suggestion Exempt towns Capitals are friendly with, from their Oppressive policies

I'd disagree here. People don't ever pick oppressive policies for this reason, which makes them useless. I think people would pick them much more often if this wasn't the case and it would really spice up policies without adding anything new. It also allows you to more effectively pick the people you are using the policies against; ie. being Garama capital and crippling the other continents who's miners run Garama RI.

I think there should be a downside to picking oppressive policies, otherwise they would become too powerful and the default choice.

I suggest all other people who's intrested in this situation, just take a look at my results in 2016 and 2017 World capital, and that should be enough... yeah but all the neutral ones are way better,
neutral flight = you can fly in their territories way better for you than oppressive
neutral industries= 50% more of your industries instead of 50% less for them
neutral taxes= 30% less upkeep
those are really the big ones that are picked often only reason to do oppressive is to just be annoying in the long run neutral is much better
How about Instead of limiting oppressive policies, we can add equally enticing benevolent and neutral policies instead. That way capitals would want to pick carefully what policies they want to keep and what policies they'll have to sacrifice.
I have to admit it's hard to think of good benevolent policies to counter the current oppressive policies, but temporarily we could implement a point system for policies, where capitals will receive points and policies will cost points. Towns will still vote for the capital they like, then those votes will translate to points that capitals can spend on what policies they want.
To counter oppressive policies from being the default choice, the cost of oppressive policies will increase if a capital chose an oppressive policy the month before. As a capital consecutively picks oppressive policies, those policies will become more expensive and they will eventually have to pick between policies they normally have, like Fast Travel and Tax Manipulation, or continue being oppressive. If a capital doesn't pick an oppressive policy for that month, the price for oppressives go down.
^ I don't recommend implementing this system permanently tho. It would be better if capitals will naturally have to weigh their options in picking between equally good benevolent, neutral, or oppressive policies and decide what policies they'll ultimately keep.

the way i look at it is like, people wont vote for you if you always pick oppressive, but if u can just friendly them then they still well. u should face consequence to ur action., nerds pick oppressive cool kids dont. yerm
