Fixed Garama Inhibs

Garama tiles 1, 43, 81, 80, 76, 74, 67, 84, and 3 others which I cannot get the tile number for are missing inhib pads. Please replace them!

Everytime a town dies guardians/elders need to replace the inhibs. They have been getting lazy on garama so I made a post.
