Have an NPC collect heads in Spawn. You don't have to give up the head, but for a small price, you can gain a title if you have the rarest head.

but to encourage players to submit their heads make achievements like
Head Hunter I (100 heads submitted)
Head Hunter II (250)
etc etc
I see the thought behind it but for player heads this system doesn't sound like it would pan out very well. If it was something like PVE i.e. the fish turn in system.
There's just to many players and not enough heads to make it work from my perspective. I could definitely see a player ran service for this.
