Implemented Increase the Combat Tag to 30 seconds.

I will keep this short and sweet as I don't wanna bore anyone. The current combat tag of 10 or 15 seconds does little to nothing as it stands. This is for a few reasons, one the pearl cooldown is of a similar time so kiting off your combat tag is extremely easy, I reference this because if you get a single pearl ahead of anyone you're essentially safe excluding cut offs from other parties/individuals. In addition with that the time is just so low that not getting hit for the time it is and then running into a safe zone is very easy to do. My suggestion would be increasing it to 30 seconds to make the Combat Tag have more meaningful purpose.

I think this would make the wilds system more balanced since you have more time to chase down people near the docks. The 30 second combat timer is seen on many servers throughout the pvp community so I think this would make a great addition.

The combat timer is way too short as is, and I personally think 45 seconds might be even better.
