Implemented Let People in the Middle East use the European proxy

Most people who use the European proxy in the Middle East get a difference of 20-40ms, for me I live in Kuwait and on the NA ip I get 250 and on the EU I get 200. Same goes with some players from the UAE .Though it may not be a big difference but it changes everything
