Wouldn't this result in the ruling alliance having a monopoly on resources that their enemies need?The problem with modding mats it that you can't always buy it off people and neither can you grind it yourself. If you make it continental based you can atleast fight for it.

LARGE disagree. It is meant to be expensive so that it is hard to mod tiles... I wish more things had expenses like modding to them so that it required some amount of work to keep things up and running... ie. towns.I do think however that the amount of resources needed to mod a tile is quite over the top. I would love to see that decreased!
It'd be nice if you could just pay a certain amount of shards or conquest points to randomize the modding mats (the material not the amount) you need, but the price scales every time you use it so you need to be careful when you do so.What if you could toggle the modding mats that you need, for an 'x' amount of shards/conquest points.
