To be honest it doesn't even come down to the server making money from it, a lot of why this exists is because it filters names down to ones that the town owner actually likes. You get your first change free, and have an infinite amount of time to change it so that when you do find a good permanent name, you can choose that one. More often than not towns fail to name themselves correctly, or simply want a name change for no reason, which is confusing for everybody and unnecessary when they should've just used a good name the first time.
