If I recall correctly, this mod requires someone to host a private Mumble server, which is sorta similar to Teamspeak. https://www.mumble.com

All players would need to download and install Mumble on their computer and connect to it, and use the mod on their client. Also it could pose a security risk unless Loka wanted to host it themselves...
