Make a npc that let you see the name of the person who made an item by right clicking with the item on the npc.

Having a tag on every item saying who "made" it would be quite a lot to implement and handle. Even if you only mean it for tools or swords, it's kind of pointless because swords may transfer between many hands upon being crafted, renamed, enchanted, or used, so seeing who "made" it would just be giving useless information.

This basically. Not terribly useful or worth it for non-lored, just regular anvil'd items.
 
It doesn't need to put a tag on the item, it can just write the name in chat who made it by right clicking the npc.

In order to know who made it, we have to add a tag of information on the item in order to do that, which makes the item bigger in size even if it is hidden data.
