Mutators have become pretty back seated and world policies are very boring so a cool policy using both of these would be able to select which tiles are mutators and which mutators they are, some limitations of course
- Max of 2 chosen mutators on a alliance (so you can’t stack offensive mutators and just roll them)
- 1 unique mutator (make it unique and encourages new mutators instead of the same small army over and over)
- Mutators can not be 100% of tiles owned (so if you have 2 tiles only one can be a mutator)
