Suggestion placing rivi

you can place rivi on an alliance when they're in a continent fight, but not balak? if anything continent is more important then balak so idk why this is a thing

because they're conquest isles, only 1 active inhib on conquest isles iirc

I think its more odd that there is no cooldown on a rivina tile. I think there should be at least a 30 min cooldown on the tile before someone else can place.
