Fixed random teleports to spawn during reins

during reins if u get out of the battle zone for a split second u will get tped back to spawn if u enter the battlezone again which isnt fun please fix

also make it so we can break grass and plants like flowers, tall grass, sugar cane etc. near conquest buildings because some players have abused those blocks as shelter from any incoming attacks

It looks like in yesterday's fight it was because people were running into another Battle Zone for a fight that was still coming online. I may have a fix for this which will go in tomorrow.

Seems fair to add some of those other blocks to the whitelist of breakable blocks near tgens too.
