What exactly do you mean and what's your definition of an "insider"?

Traditionally this is convincing somebody in a town to open the town to you in some way so that you could get inside and steal from it. I'll reword it.

13.5. You may not make a town with alts.

Do you mean that alts cannot be founding members of a town and/or they cannot own a town?

I took it to mean that you can't use alts to personally own multiple towns.

It sort of goes against the spirit of that rule to use alts as founding members of someone else's town when your main account is already in/owns another one, but it's not exactly part of the letter of the law at the moment. Crypt might want to clarify on that.
