Implemented Show if a Fight Is Reinforcements On the Dynmap

Having a icon to indicate reins on the dynmap would be super useful for people who can't be online to see the message in chat. Possibly something in #conquest would be good too. We've got the message for capital bountifuls and I think it'd be good for normal reins to have at least a message.

#conquest changes may come later, but for now there is a new icon and some additional info on the tooltip for reinforced fights on the map now.
