Implemented Slowness 4 Arrows

In the past week or so many people have begun bringing a crossbow with multishot and slowness 4 arrows to conquest/gank fights. This wouldn't be that much of a problem if its main counter (No debuff resistance) actually worked against it. Because of turtle master potions NDR doesn't do anything against slowness 4 the slowness 4 also double jumps you because of the turtle master potion debuff so you can't effectively fight back. (Also messes with pearl CD) The larger issue is that it can be spammed to the point where you can't even move and with loka's increased damage there isn't much you can do. I'm not sure what the solution to this problem would be as simply making NDR work against it would probably cause more problems because of turtle master potions and crystals. The only feasible solution I can think of is making NDR also remove Resistance 3 and Slowness 4. This would stop people turtle potting then using NDR to get rid of the debuff, on the other hand people could use it offensively to get rid of someone's Resistance 3. If you have better solutions share them. Slowness 4 arrows could also be removed temporarily but that is pretty drastic anyways thanks for reading.

I think a good option would be to make the slowness of turtle master like Slowness V or something, then allow for these arrows to be countered using debuff res. I don't see any good reason to not allow this as every other debuff can be countered using debuff res so I think this is a pretty obvious change to make.
 
-1, slowness 4 arrow lasts for 2 seconds + you can pearl when affected. If dbr doesnt work against it then make it work.
I dont think It should be removed at all because its just a simple other debuff arrow thats in the game and again lasts for 2 seconds.

The whole point of it is to fix it and maybe you should add that you can't move and ig you jump you double jump

idk if you know this, but when you have 9 people chasing you they all pearl on you and slowness 4 you again
 
I’m pretty sure DBR stops slowness 4 like joven said, at least it works against the splash potions.

the point of debuff res not working on >level3 debuffs is for blood effects.
