The Vanilla mutator would be a mutator that would undo most of the changes Loka makes to vanilla PvP(hence the name "Vanilla"). This would mean no shield cooldown, no Loka damage buff, allowing you to eat gapples, no crystal cooldown, etc. The only changes I would see most likely staying when this mutator is active would be the inclusion of AIs and the increased pearl cooldown to keep it at least a bit balanced.

When Conquest initially came out there was no damage buff. It sucked, thus the 33% damage boost was implemented.

+1 That's a brilliant idea, really. If people stay longer, there will be more PvP, and that will make the fights more fun. I don't think 10-minute fights are fun.
