If you have the Hell on Earth policy, you can still make Nether Portals, although they are one way, so getting trapped in them is indeed impossible now.

Well technically someone can build a portal get someone to walk in it then block them in. While this is very unlikely the rule is still valid.

I dunno. I think that belongs under the unspoken "Don't be a jerk to your town members or you'll likely be homeless and without friends" rule.
