I joined the server on January 13, 2017. I made a town, Slapbutts, and made a few friends on Ascalon. after a reasonable amount of time and fighting with Byzantium, Conquest came to a standstill. We weren't invited to an active alliance, and our town went downhill. Eventually, it became ruins.

A few months went by and we formed another town. We were on a plains tile with no other towns around for safety. We had no conquest action that this server is known for. Miracalis offered us a town merge and we accepted. After some time in town with no conquest fights, All of our members left.

A year went by and we wanted to give the server another chance. We formed Default. This was our best town so far. With a bunch of people ready to build a new town, we got to work until enemies from a town close by started to kill us in town. With a constant challenge of losing gear and being drastically slowed in our progression, we eventually built a wall with a trench down to bedrock to discourage any people from bow boosting or elytra glitching in. After the wall was built, we finally got to work on our town to clear trees, build houses, and make an auto brewer. We warped to a few fights and helped reinforce some of our friendly towns. When it came to grinding out materials needed for the town, people ignored it or went to another server or game. After some time, people gave up on Loka and quit playing. Although this is an issue of the players themselves, most of the inactivity came from the lack of action on the server.

lilfros kept playing because he found people looking to form a new town. He moved to Garama and formed New Fruitopia. We formed an alliance with Salem and our push for capital began. Many, many fights ensued for the next few weeks. Numbers were at 50+ for reins fights and dropped back to around 20 after about an hour. Last I checked, there were 7 people online. Yes, I am aware of the issues with Stormgarden and some things on signs. But I seriously doubt they would have left permanently from the server if there was more content.

The low spots are a 0 player average.
The highest peak was 99 for scale.
You can see over the past year how inconsistent the server has been.

Now I know that there should be spikes of players during fights but jumping from 40 average to 0 average is legitimately terrible.

Don't get me wrong here. I love Loka. But its for the wrong reasons. When I get on the server, it's either for a conquest fight or because a town member needs help with something. The past few days I've been playing a lot but there wasn't much to do. I love Loka because of the community we have and the amount of history behind what was once an active server.

Loka has the following special-to-server things:
  • Conquest
  • Quests at spawn
  • Town Leveling
There could be a few that I missed but I believe that those are the major parts of Loka that people either get on for or use often.

Recap:
Loka needs to change desperately.
A large percentage of new players join towns and leave within half an hour because Loka seems like a towny server.
Without conquest/action happening, people aren't interested in playing resulting in low player counts and high spikes during conquest fights.
We need some form of new content to keep people playing.

I don't know if anyone's ever seen how Terraria does spoilers but personally, I think it'd translate perfectly to here, suttle teasers on social media, monthly updates on the progress of things. Leaving puzzles in the image that when worked out give even more clues and teasers to give people a bit of a puzzle/challenge. I really think something like that would translate well to here.
You know what they're doing is working since they've kept such a large audience that is even growing without an update in years purely from teasers and bringing the community into the game
 
Maybe loka needs consistent variation - or seasons.

Just like in the real world of farming and industry, there are times of the year which are different to others.
On loka, these could be seasons.

Autumn; being the harvest season would be the most bountiful season. Mills would produce more stuff per industry cycle.
Spawn could change slightly to give it an autumn theme, and maybe also the resource islands as well. Rainy weather would be more common in autumn. During this time, harvest themed celebrations and events may take place, including bonfire night and Halloween.

Winter - being the coldest season would mean mills and barns produce less items. Dig sites (which can produce snow in snowy biomes)
could produce small amounts of snow in other biomes, and even more in cold biomes. Maybe the weather could change, so that in mild biomes snow could fall (Of course this would melt in spring), and of course even more snow falls in ordinarily snowy biomes. During this time, far less neutral mobs would spawn as they would be hibernating. Christmas celebrations and other winter events such as snowball tournaments (server-wide; so player that's been snowballed least and has most hits wins) and maybe even secret Santa would keep people festive and happy.

Spring is usually described as a time of new life, so more neutral mobs would spawn, and less despawn, so this would be the time for collecting mobs to put in barns. Speaking of barns, they would produce far more per industry cycle. Any snow left over from winter in mild biomes would melt away, and any non player placed ice from winter would melt down. one of the big celebrations in spring is Easter, so maybe events such as a Easter egg hunt or something would be fun.

Summer; as the warmest season would have least rainy weather. flowers and plants would be growing all over the sever, as well as bushes and vines spawning making ruins overgrown. In the heat of summer, dungeons would produce more loot. Holiday events and celebrations could include sandcastle competitions and 'surfing' (boat racing basically).

Another way to make loka more interesting would be more ranks and different ways to get them.
Here's some of my ideas:
'Archer' - Given to the player with the most bow kills at any given time
'Bowman' - Granted to players who imbue more than 60 bows with stat tracking and lore scrolls
'Swordsman' - Granted to players who imbue more than 60 swords with stat tracking and lore scrolls
'Mercenary' - Granted to the player who has carried out the most assassinations (minimum over 35) at any given time
'Healer' - Heal 60 or more allies during conquest battles or when they are being attacked
'Entrepreneur' - Be the player to make the most amount of shards by market sales at any given time
'Guard' - Kill more than 35 neutral or hostile players in your town not during conquest battles
'Resurrecter' - Given to the player who has used the most amount of totems of undying at any given time
'Champion' - Given to the champion of the latest tournament until the next tournament
