During a round, if nobody hits that threshold, the weakest candidate is eliminated and their votes are redistributed. Towards the end, you'll notice that there were no outright majorities, and so after repeatedly eliminating weakest candidates, Qfu and spiderm3n were the only ones left and so they both won since there were no candidates left.
