Suggestion Edit Building Permission in Town Area

So, I saw that there was some discussion going around giving Town Owners the ability to allow players from other towns to build in their towns protection, something about temporary building permission .
I would like to revive the discussion on the topic.

I think adding a command that allows town owners to define who can build, for how many time and in wich zones would work nicely

Just noticed that this could possibly create a services market like paying someone to build something for you or to remove a hill
