On the wiki it says that flowers in biomes are just "resources" and not protected, but when you go to get flowers they don't drop anything.

I would also like to add that even though you own a certain biome it is not guaranteed that the flower will drop, so you have to break the block under it.

as you see the poppies don't drop when you break them normally
