Implemented /g z rename

Super simple command to rename zones themselves, not just their titles. Would be great to reorganise town zones for older towns.

+1 as i am pretty new to owning a town, i can find it sometime confusing to set up zones, and this would be a good step is making it easier.

This is in. As well you no longer need to be within town protection to do most /g z commands, short of creation/redefining, etc.
