A building at/around spawn you could go to to set bounties on people (conquest and duels dont count), it should cost around 1-5% of the bounty amount to post a bounty, once a bounty is posted, nothing is announced but it is posted on a board inside the building, if you've killed that person you can claim the bounty within 6 hours of the kill, so this way if people have no clue about the bounty system they wont be benefiting from it, and people will have to visit the building at spawn frequently to see who has a bounty on them, kill them and then go and claim the reward

probably a better concept than the old bounty system

Also adds possibilities for more NPCs and quests related to this building/association to add more worldbuilding or depth :3

Fwiw, just to give some information as to why the old system was removed and this one will likely not be implemented, it's very abusable.

Anyone can coordinate with people to take their bounties and in any system there's no good way to certify it was a legitimate kill.
 
Maybe if it only worked in Conquest and the bounty would only be given if one of his enemies killed them, but with your idea people can just farm the bounty whenever they want, I believe this is pretty difficult to add just because of other people abusing it.
 
The previous comments explain why we removed, and then never re-added an official bounty system. Bounties are by their very nature player-run, and should continue to be so.

Ultimately it's up to the person paying out the bounty to decide whether the "kill" was legitimately done and wasn't the result of cooperation between players. Anything server-managed would be abusable one way or another.
