I took off for awhile so if what I'm claiming as a bug is intended, sorry for wasting time with this report!
Basically, when deleting an industry building, it remains after having been destroyed. It doesn't disappear and all the blocks that are a part of it stay around and can now be mined. The industry is no longer "There" in teh sense that the NPC disappears and all the chests lose their titles. Also, it is possible to place the industry somewhere else and it works just fine.
The only thing that seems broken is the remaining structure left behind. It is now just in the way and made up of free blocks that I may or may not have been able to get otherwise.
