Currently, when placing a bet during a tournament and winning your bet amount plus winnings will be taxed 5%.

This is a bad way of calculating tax, the tax should be applied to the winnings exclusively not both the bet amount & the winnings because this creates situations where you can bet on the winning player and still end up losing money.
