Not sure if this is intended or a bug, i'll still put it here. It seems like looting does not work on shrines in the nether. I get a max of 4 blaze rods every 4 blazes. Looting gives more at times

I believe this is intended as a mechanism for balancing new players drops and experienced player's drops.
