You can basically mine ONE ore in the nether using silk touch, and mine it infinitely with the same pickaxe until you get the achievement, no matter where you are (so not only in the nether)

Technically this behavior is not a bug for this achievement. The real bug here is that it says "In the Nether". The tooltip has been adjusted as this just works off the vanilla MC statistic for quartz mined.
