Add the ability for a zone to be made with level 6 permission, so only the town's owner can enter and use the area. That way owners can keep their friends as subowners without having to worry about precious materials being used.

Mess around with town perm, you can essentially make level 4 a sub owner and level 5 owner only. As for adding a level 6, I don't see a need. If you don't trust your sub owners, demote them.

99% of town owners add 1 more level before they stop town betrayal for real this time.
