Suggestion Punishments to towns/alliance owners

Quite often a lot of cheaters are circled around the same towns/friend groups and no punishment is given to the people that bring them to play loka however im not too sure what would be the best way to implement something like this however I think its necessary to have in lokas current state. Possibly a warning system to towns and if you get caught with like 3/3 cheaters then your town gets a month ban from conquest or something and you arent allowed to town hop.

Please suggest possible ways to punish towns and alliance owners for bringing cheaters as im not too sure what is too harsh or too generous

i can recruit any player and if they get ban for cheat its not my responsibility and anyone who claims otherwise is an idiot this is a simple matter that is not open to debate
The idea is that it should be the recruiters responsibility. And yes it is up to debate. Loka isn’t under a tyranical goverment that prohibits debating ideas, and forums is a place exactly for that.

i say it doesnt need a system but rather looked at situation to situation for example if there is a large amt of cheaters coming on 1 team, ask the leader why and tell them anymore will result in a punishment for them.

It just wont get looked at they took like a full on month to have a debate if a pedophile should be banned on a 7+ rated game server they are clearly too busy or have different priorities so a system would be better than having to give staff a bunch of work they clearly arent capable of handling.

I have a question, what if someone gets their banned friend to alt and try to join alliance/town they are against, to get them punished, weaponizing this feature, is there a way you could avoid this?
This is like the only valid point been brought up so far however this applies to other rules like insiding as for some reason you get 3 strikes until people can willingly go and steal stuff from your town with no punishment. (If you get the staff to return the items)

I'm pretty sure it's easy to decide who you trust or not with valuable items in your town and/or sub-owner perms. but I don't think there's a way to know if person is willingfully trying to get a banned player(s) in their town or just trying to recruit. They shouldn't face consequences or be scared to recruit.

it's completely understandable that you are frastruated from this but there truly isn't a valid solution that I personally can think of

As mentioned above, the crux of the issue is that there's no fair way to punish somebody who has very plausible deniability especially in a server where recruitment is needed to be competitive, it's just kind of unreasonable.

I understand that it sounds as if I'm saying people shouldn't held accountable but people recruit sometimes hundreds of players a month. They shouldn't need to prove they vetted someone it's just not very realistic.
