i mean add a way for the tile to not be taken but the builds and stuff to be retired if that makes sense

So... Ruins?

In the case of ruins however, we only make the decision to make fallen towns into ruins when there is a notable series of builds above ground. Underground bases and floating islands in the sky do not become ruins.

Regardless, adding a way to save a tile or freeze town taxes due to the owner being inactive is not something we would want to add. Loka already has an inflation of towns.
