Before getting people unbanned that has been punished for hacking, you could screenshare them so that they have in fact removed the cheats. I know it may seem dumb but it's for the better of the players.

Ppl are allowed to have cheats on their pcs as long as they dont cheat on loka
And if they come back and cheat they will be ssed and banned (if they bypass, it means they would have bypassed anyways and the ss before unban would be useless)
Also knowing that they will be ssed, cheaters could just wipe their pcs clean before it if they know its coming
