The threshold to have 5 winners is 16.66% of the vote (24.5 votes). So, as the candidates reach that threshold, they win. If they have votes in excess of the threshold, a percentage of everyone's vote who voted for the winning candidate goes to their next choice candidate. During a round, if nobody hits that threshold, the weakest candidate is eliminated and their votes are redistributed similarly to winners excess votes.
FoxyBearGames was a runaway winner with 53 votes (double what was needed) in the first phase of voting and lilfors was a clear second with 27 votes. As a result, the second and third choices, etc. of those who voted for foxy likely played a big part in who made up the other spots.
Exhausted ballots are when all of your vote choices have been consumed and there is nobody left to give your vote to. There were almost 11 exhausted ballots, which means a lot of votes were thrown away. This was likely a percentage/average of more than 11 people's votes rather than 11 full player votes being lost.
