When you do /tl it spawns a beacon where you did /tl. This allows you to do callouts outs easily in Conquest and Zyre. You can only see it from the chat you did /tl in. Like doing /tl in party chat only people can see it in party chat etc. With this being said there should be a little longer limit to /tl cooldown.
