Type /register while in-game to register for a forums account.

I suggest you put a "Towns" tab at the top of the forms next to wiki and arenas.
Ease of access may encourage players to add or updated their towns page.

Yeah this is a good idea. From the forums, I have to click PvP and click the towns page from there.
