If they were to buy more server boxes then I suppose so.
I think a nicer spin on this is that the upkeep for a town in its first, 3 or 6 months or even year should be significantly higher discouraging people from creating new towns just to pvp delete, possibly even an actual fee just to create it initially.
HoweverI don't see making town upkeep across the board harder is a good addition, myself and others including towns on Ascalon such as Eldritch, Al Raltah(if that still exists?) ofc the great Valentia and what not are not actively warping huge numbers or partaking in Conquest but rather trying to keep a legacy alive and have a truly safe and nice place to store everything they own.
