I mean this is just what zone level 5 is for, if you can't trust your subowners not to steal, don't make them subowners.

Town zoning perms like chest protection and even the newly added friendly fire change already make them pretty inconsistent with "the regular world" of Loka. Having the means to literally prevent their physical access to a zone seems overboard. If they are able to get into places you don't want them, then:

1) There's some bug they're abusing that we need to fix.
2) You need to setup your zone/build/area better.
