Territory numbers are good but hard to remember, names are fun and lore-ey: therefore I suggest tiles that aren't towns are named by whoever controls them.
Or if not, by some other means that saves them from having low quality names. It would be cool if somehow that clay cliffs tile was renamed "valinor valley", or somewhere else "yonder vale". I'm thinking of those fantasy style maps with large area names written over them in big letters. After all, everywhere has meaning, even places without towns.
