We designed much of the server around the conquest system and will continue to. People's opinions on whether they like ganks or not doesn't change the fact that it goes against the design of the server. We make xp, diamonds etc. easy to obtain so people can get into conquest easily without grinding for months before they can do a single fight. It would be pretty dumb to then lock potion mats behind a red-tagged world pvp zone controlled by the best side on the server. With the small size of the Nether relative to our current player base, it is poor design to keep the entire island red-tagged. An alliance could win a war without a single conquest fight by blockading the only place to obtain potion materials. The problem with this is it prevents competition and creates snowballing mechanics where it becomes incredibly difficult to unseat the existing power. The gap becomes greater and greater as one side accumulates the resources and then there is nobody left to fight. There's a reason you don't drop gear in conquest fights.

We are working towards adding more land that can support larger numbers of players and that will allow us to have more resource-rich areas in the nether which will be red tag zones. Bigger risk, bigger reward. There are also other world pvp 'events' and ways to naturally encourage it in certain areas that we have planned. However, turning the only conquest material farming area into the main world pvp zone is not smart nor the answer.
